Contexte: Situé à 100 km au nord-est d'Haïti, Thomonde compte 3 000 habitants (1980+). La réalisation du système d'adduction d'eau potable à Thomonde a été le résultat d'un long processus de maturation qui a permis une forte participation de la population. Celle-ci a notamment fourni la main-d'oeuvre et les matériaux pour la construction d'une voie d'accès de 7 km et participe aujourd'hui à la gestion du programme au sein de comités d'eau potable. Le Service national de l'eau potable (Snep), organisme d'Etat, avait, avant la mise en oeuvre du projet, fait quelques prospectives infructueuses dans la commune. Il en est de même pour les postes communautaires d'eau potable (Pochep), Projet dépendant du ministère de la Santé publique. Ainsi, aucun organisme d'Etat n'a été impliqué dans la conception et la réalisation du système.
Historique: La population de Thomonde a été sensibilisée au problème de l'eau potable dès le début du projet de santé communautaire qu'anime le Service oecuménique d'entraide depuis la fin de l'année 1977. La constitution de groupements communautaires, sous l'impulsion de l'église catholique ou de jeunes animateurs proches de l'équipe du centre de santé, a alors favorisé le développement d'actions concrètes. Après une lente maturation, les travaux ont débuté au début de l'année 1989 et le système a pu être inauguré à la fin du mois de septembre 1991.
Objectifs: L'objectif principal de ce projet était de fournir à la population de Thomonde et de certains quartiers alentours, de l'eau potable en quantité suffisante.
Un objectif connexe était de rendre possible, à terme, la prise en charge de la gestion de l'eau par la population. A cet effet, des comités devaient être créés par quartier et des personnes devaient être formées à la maintenance du système.
Description de l'action: Les partenaires principaux sont : la Caritas paroissiale de Thomonde ; le Service oecuménique d'entraide (SOE-Haïti), animateur d'un programme de santé communautaire à Thomonde ; le comité Protos-Haïti, organisme impliqué dans plusieurs projets d'adduction d'eau potable, notamment sur le plateau central, zone comprenant Thomonde. Suite au tarissement des sources les plus proches du village de Thomonde, le problème de l'eau s'est aggravé. Il a donc fallu se tourner vers le captage d'une source située à 8 km. Pour renforcer l'approvisionnement, cinq autres petites sources ont été annexées au système. L'adduction s'est faite par gravitation, les sources captées étant situées à une altitude de 400 à 580 mètres et le centre de Thomonde à environ 280 mètres. L'action comprend quatre volets: l'identification de sources accessoires ; l'aménagement d'une voie d'accès ; la construction du système (collecteur, bassins de sédimentation, ligne d'adduction...) ; le reboisement de l'environnement immédiat des sources captées.
Résultats: Le système a été construit et son réseau de distribution comprend trois fontaines desservant les localités traversées par la conduite d'amenée, douze fontaines réparties dans le village de Thomonde et une prise directe pour le centre de santé. Plus de deux ans après, le système continue à fonctionner de manière satisfaisante. Les deux jeunes formés à l'entretien du système s'acquittent bien de leur tâche. En termes de santé publique, il convient de signaler que certaines maladies diarrhéiques, comme la typhoïde, étaient déjà moins fréquentes à Thomonde qu'en d'autres villes du plateau central avant même l'exécution du projet. Ceci résultait des nombreuses activités d'éducation pour la santé et de la promotion de la chloration à domicile de l'eau de boisson au moyen
d'eau de Javel menée par l'équipe du centre de santé ainsi que par son réseau d'agents de santé et d'accoucheurs traditionnels. Il est encore trop tôt pour évaluer précisément l'impact de l'opération sur les maladies transmises par l'eau. Il est cependant évident que ce projet a apporté un net soulagement aux femmes et aux enfants, chargés, à longueur de journée, du transport de l'eau.
Problèmes rencontrés - Leçons tirées L'action s'est heurtée à trois types de difficultés. La collaboration avec les institutions de l'Etat pour le maintien du système s'est avérée problématique. De plus, en cette période de crise et de déstructuration des organisations populaires, réunir les comités de gestion n'a pas toujours été facile. Enfin, la cotisation fixée, si minime soit-elle, n'a
pas été aisée à percevoir.
Leçons: Trois leçons peuvent être tirées de cette action. Une prise de conscience, même très lente, est nécessaire pour s'assurer d'une vraie participation communautaire. Par ailleurs, l'adduction d'eau par gravitation semble le système le plus fiable, le plus adapté à de nombreuses localités d'un pays extrêmement montagneux. Enfin, la participation communautaire, pour se manifester, nécessite une atmosphère générale de respect de la liberté d'expression, de réunion et d'association.

""A teenage girl about 17 had gone to visit some friends one evening. Time passed quickly as each shared their various experiences of the past year. She ended up staying longer than planned, and had to walk home alone. She wasn't afraid because it was a small town and she lived only a few blocks away. As she walked along under the tall elm trees, Diane prayed and asked God to keep her safe from harm and danger. When she reached the alley, which was a shortcut to her house, she decided to take it.

However, halfway down the alley, she noticed a man standing at the end as though he was waiting for her. She became uneasy and began to pray, asking for God's protection. Instantly, a comforting feeling of quietness and security wrapped round her, she felt as though someone was walking with her. When she reached the end of the alley, she walked right past the man and arrived home safely.

 

The following day, she read in the newspaper that a young girl had been raped in the same alley just twenty minutes after she had been there. Feeling overwhelmed by this tragedy and the fact that it could have been her, she began to weep. Thanking the Lord for her safety and to help this young woman, she decided to go to the police station. She felt she could recognize the man, so she told them her story. The police asked her if she would be willing to look at a lineup to see if she could identify him. She agreed and immediately pointed out the man she had seen in the alley the night before. When the man was told he had been identified, he immediately broke down and confessed. The officer thanked Diane for her bravery and asked if there was anything they could do for her. She asked if they would ask the man one question. Diane was curious as to why he had not attacked her. When the policeman asked him, he answered, "Because she wasn't alone. She had two tall men walking on either side of her."

Vatican issues 'Ten Commandments' for drivers

VATICAN CITY (CNS)-- The Vatican has issued a set of "Ten Commandments" for drivers, saying motor vehicles can be an "occasion of sin."
A document titled "Guidelines for the Pastoral Care of the Road" said driving can unleash road rage and other immoral behavior, including excess speed, reckless passing, cursing and just plain rudeness. "Cars tend to bring out the 'primitive' side of human beings, thereby producing rather unpleasant results," the document said. The warning about driving came in the first part of the 59-page instruction, released June 19 by the Pontifical Council for Migrants and Travelers. The document said drivers need to remember that even when there is no one sitting next to them, they are never alone. "Driving a vehicle is basically a way of relating with and getting closer to other people and of integrating within a community of people," it said.

PROVIDENCE, R.I. (CNS) -- Human trafficking and prostitution are common in Rhode Island, and of growing concern to law enforcement officials and legislators, according to several who spoke about the situation with the Rhode Island Catholic, newspaper of the Providence Diocese.

Providence, the capital -- and many other cities and towns -- are host to dozens of "massage parlors" and "spas."

Many residents are not even aware that while street prostitution is illegal in Rhode Island the selling of sex is legal behind closed doors. And in several of these parlors, women from Asian and Latin American countries are literally enslaved and coerced into performing sexual acts for a fee under the guise of working as masseuses.
